Saint John Energy, officially known as The Power Commission of the City of Saint John, was established in 1922 to distribute electricity to the citizens of Saint John, New Brunswick. Today, we serve over 36,000 customers as a local distribution company (LDC) and are recognized nationally for our leadership in innovation and our commitment to the transition to Net Zero.

Our progress is demonstrated through projects like the Burchill Wind Project, Saint John’s first utility-scale wind farm. Commissioned in 2023, it generates up to 15% of the city’s electricity and offsets more than 43,000 tonnes of CO₂ annually. Building on this success, we are now developing the Menahqwesk Kisuhs Energy Hub in partnership with Universal Kraft Canada and Neqotkuk (Tobique First Nation) - a 10 MW solar farm that will power 1,200 homes and further reduce carbon emissions by over 10,000 tonnes annually.

These initiatives are part of our Zero30 strategy to achieve Net Zero emissions and deliver cleaner, more sustainable energy to our community.

Saint John Energy (“SJE”) owns and operates the electricity grid and provides energy services including the installation, maintenance, and rental of electric hot water heaters, mini split heat pumps and area lights in the City of Saint John. PROJECT SCOPE & OBJECTIVES

SJE currently operates a rental program (“Program”) for electric water heaters (“Water Heaters”) whereby SJE provides and maintains Water Heaters for customers in Saint John. For more details on SJE’s water heater rental program, please refer to www.sjenergy.com/pages/water-heater-rentals

Saint John Energy is soliciting proposals for the pickup and delivery, installation, removal and disposal of electric water heaters for customers of Saint John Energy within the boundaries of the City of Saint John, New Brunswick.  This contract will be for a term of three years with an option to renew for two additional years with mutual agreement. 

Saint John Energy’s objective is to select a Supplier with the following:

  1. Is competitive from a quality and cost perspective;
  2. Has the ability to meet the required demand;
  3. Meets the required specifications.

To achieve the preceding objectives, Saint John Energy is issuing this Request for Proposal (“RFP”) to solicit proposals for Water Heater Installation and Removal as described in the Technical Specifications (Appendix “B”). 

 

KEY SELECTION CRITERIA

SJE anticipates using an evaluation process based on any one or more of the following Key Selection Criteria:

  • 40% Pricing
  • 20% Organizational Capabilities and Process Methodology
  • 20% Relevant Experience
  • 10% Commercial References
  • 10% Safety and Sustainability Initiatives

This RFP may result in a short list of proponents who may then be invited to make a presentation of their proposal to further assist in our RFP evaluation.
