The Power Commission of the City of Saint John, dba Saint John Energy operates the electrical distribution network that has powered the City of Saint John since 1922. Serving more than 36,000 customers, the utility delivers reliable, affordable electricity while offering a range of energy services, including the installation and rental of electric hot water heaters and minisplit heat pumps. OBJECTIVES

SJE currently operates a rental program (“Program”) for mini-split heat pumps (“Heat Pumps”) whereby SJE provides and maintains Heat Pumps primarily for residential customers in Saint John and other parts of New Brunswick.  SJE owns all the heat pumps in the Program and currently has over 6,000 Fujitsu Heat Pumps in its fleet.  Based on the significant growth of the Program since 2016, SJE continues to assess ways to gain efficiencies while offering exceptional customer service.   Specifically, SJE is issueing this RFP for the supply & delivery of Heat Pumps, in home assessments, installation services, ongoing preventative inspections, maintenance and warranty services of Heat Pumps and customer management.  

Under this RFP, SJE is soliciting proposals (“Proposals”) from qualified parties (“Proponents”) for the supply and/or installation of Heat Pumps, as well as other services (collectively, the “Services”).   The Services will be procured under multi-year supply contracts (“Supply Contracts”) with one or more suppliers (“Suppliers”). 

Under this RFP, Proponents may offer one, all or a combination of the following Services, in any specific region(s) in New Brunswick.

  1. Bulk supply and delivery of Heat Pumps
  2. In-home assessment
  3. Installation of Heat Pumps
  4. Ongoing preventative inspections, maintenance, and warranty services of Heat Pumps
  5. Customer management support of SJE’s Rental Program

Depending on the Proposals received, it is envisioned that partnership(s) between SJE and one or more Suppliers will ensue with a multi-year Supply Contract for some, all or a combination of the Services. The Heat Pumps will be installed within the City of Saint John as well as installations throughout New Brunswick.
