The Power Commission of the City of Saint John, dba Saint John Energy operates the electrical distribution network that has powered the City of Saint John since 1922. Serving more than 36,000 customers, the utility delivers reliable, affordable electricity while offering a range of energy services, including the installation and rental of electric hot water heaters and minisplit heat pumps. With rates among the lowest in the region, Saint John Energy is known for its strong customer focus and commitment to high service reliability. 

The utility plays a key role in advancing clean energy in New Brunswick. Saint John Energy is soliciting proposals from qualified and experienced consultants or consulting firms to provide professional services for the development of a comprehensive Request for Proposal (RFP) for the procurement and implementation of an Advanced Distribution Management System (ADMS).

The utility operates a complex distribution network requiring enhanced visibility, control, and automation to maximize reliability, resilience, and to effectively manage both load and generation. To address these needs, these services must define and document the technical, functional, and procurement requirements necessary for issuing an RFP for a full-scale ADMS solution that will be equipped with all necessary modules to satisfy present and future needs. This consultancy engagement aims to ensure the RFP is technically sound, operationally relevant, strategically aligned with grid modernization goals, and meets cybersecurity and interoperability standards.

  • Phase 1: Needs Assessment and RFP Development - September-November 2025
